The all purpose helps prevent the dough from sticking and the semolina flour is slightly coarser and helps the pizza slide off the peel and on to the baking steel. If you don't have semolina, you can use 100% all-purpose flour.
The best flour for making Neapolitan Pizza Dough is 00 Pizza Flour. This type of pizza dough is thin and crispy with a slightly chewy texture. 00 Pizza Flour is an Italian-milled, finely ground wheat flour. It is perfect for Neapolitan Pizza Dough because it produces a light and airy crust with a slightly chewy centre.
Made from durum wheat, semolina flour is coarser than regular flour so it's slower to absorb water. Other types of flour such as rye, rice, corn, and whole wheat (or a combination of two or more) can also be used as peel dust.
So if you're looking for a light and airy crust with lots of air pockets, then you should go with Tipo 00 flour. If you're after a crust with a little less crunch and more chewiness, opt for bread flour.
The difference between bread flour and 00 flour is the protein content, and therefore the gluten levels. Strong bread flours tend to have higher levels of gluten compared to 00 flour. 00 flour is also less absorbent than bread flour, meaning less water is required when using 00 flour.
So while you can use an all purpose flour to make your pizza dough, and it will be perfectly edible, it is likely to be a bit softer and spongier than pizza made from 00 flour. Another difference is that 00 flour is made from durum wheat, while all-purpose flour is not.
While 00 flour is generally our pick for high temp, short-cook style pizza dough (like a Neapolitan pizza dough), please note that 00 flour is not a one-size-fits-all solution.
The main reason you sprinkle cornmeal or flour onto the bottom of your pizza tray or pizza stone is so that it will stick to the bottom of the pizza dough. This way when it cooks it won't stick to the pan.
